Jim Fisher

Jim Fisher is a highly motivated and creative acquisition professional with a 35-year record of results with public and private sector experience in all phases of Federal procurement.  Jim provides advice and support in the areas of acquisition management, strategic planning, performance measures, benchmarking and process improvement. He has focused on improving the quality and performance of acquisition organizations, processes and best practices at several federal agencies, including Internal Revenue Service (IRS) and U.S. Geological Survey (USGS), and at numerous companies. Jim’s professional highlights include Senior Quality Specialist, Acquisition Solutions, Inc., where he conducted acquisition management assessments and developed performance measures to help government and industry clients develop consistent, high performing processes for better mission support.

 Jim previously served as Director, Strategic Planning and Business Process Innovation, Office of Procurement at the Internal Revenue Service (IRS) where he identified and implemented business process improvements in a procurement organization of over 500 employees and an annual spend in excess of $1.8 billion. He also served as Chief, Quality Assurance Branch, Office of Procurement, at the IRS where he conducted comprehensive procurement management reviews for IRS procurement offices and provided recommendations to improve performance and compliance.

Additional acquisition-related positions include Assistant Director for Procurement, Office of Procurement, Department of the Treasury where he reviewed all major contract actions from the bureaus prior to award to maintain high levels of quality and compliance and as a member of an interagency task force, created a procurement performance measurement model, using a Balanced Scorecard approach, to assess the overall health of acquisition organizations. Jim also was Chief, Procurement Policy Branch, Office of Contracts and Grants, U.S. Geological Survey (USGS) where he developed and implemented acquisition and assistance policy and maintained a quality assurance program for three procurement offices and over 70 program offices at USGS.
