Jim Williams

Jim Williams has over 38 years of successful public and private sector experience, with over 18 years in the Senior Executive Service, leading major federal program and acquisition organizations. His Federal Government experience encompasses a wide area of expertise and includes designing, building, delivering and running outstanding critical and transformational programs, as well as acquisition operations in several government agencies. Notable examples include Acting Administrator of the General Services Administration, the first GSA Federal Acquisition Service Commissioner, and a leader of the IRS procurement organization. Jim also had leadership roles in government nonprofits, including serving as co-chair for the Partnership for Public Service’s Strategic Advisors to Government Executives community, ACT-IAC Industry Chair, and Strategic Advisor to the Government Services and Technology Coalition.

Jim was the Acting Administrator of the General Services Administration, appointed by President George W. Bush, and the first GSA Federal Acquisition Service Commissioner. He was also the first director of DHS’s US-VISIT Program, a program that was successfully implemented at DHS to track the entry of foreign visitors with biometrics after 9/11, initiated by Secretary Ridge. Earlier, Jim was the leader of the IRS Procurement organization and was asked by Commissioner Charles Rossotti to lead program management for IRS’s then-troubled Modernization Program. He served on the original 4-Person Procurement Team for Vice President Al Gore’s Reinventing Government Program in 1993 and made the recommendation to better emphasize best value in federal procurement.

Jim was responsible for delivering on enormous challenges, building successful multibillion dollar operations and teams, forming strategic partnerships and significantly turning around troubled organizations. He has also seen success in the private sector with worldwide responsibilities. Other roles include Industry Chair of the American Council for Technology-Industry Advisory Council (ACT-IAC); TechAmerica Homeland Security Committee Chair; SAGE, Partnership for Public Service; U.S. Department of Veterans Affairs Acquisition Academy Advisory Board; Strategic Advisor, Government Technology & Services Coalition; GovLoop Mentor.

Jim’s leadership skills and many accomplishments have been recognized through the receipt of numerous awards including: two Presidential Rank Awards; four FED100 Awards; Civilian Government Executive of the Year by Government Computer News; Service to America Finalist; Founder’s Award, National Business Travel Association; Professional Services Council’s Marc S. Ross Award; Admiral in the Texas Navy; Public Sector Partner of the Year, the Greater Washington Contractor Awards; Government Technology and Services Coalition’s 2014 Market Maven of the Year Award; and 2010 American Council for Technology John J. Franke Award.
